Who we are

We are the Industry Skills Board for the education, health, and community sectors. We partner with industries and employers to understand what skills are needed now and in the future. This ensures learners gain the right skills and that providers offer training aligned to real workforce needs.

What we do:

  • Develop qualifications and set national standards
  • Review and improve training programmes
  • Support capstone and final assessments
  • Advise the Tertiary Education Commission required mix of, and investment in, vocational education and training.

These efforts help ensure employers can rely on graduate capabilities, providers can confidently deliver relevant training, and learners receive qualifications that are recognised and trusted across Aotearoa. Our mahi builds a skilled workforce that supports the prosperity and wellbeing of our communities.

Our sectors

Our scope spans community, health, education, and social services sectors.    

We work from the cradle to the grave covering all the people-facing industries, from midwifery through to tangihanga and funeral services.   

Our coverage comprises of the education, health, and community sectors specified in the Australia and New Zealand Standard Industrial Classification 2006 (ANZSIC) that are set out in our Orders in Council ›

Delivering work-based learning

We are the caretakers of work-based learning for our industry. We currently manage the work-based training provided by Careerforce. 

We are supporting the transition from New Zealand Institute of Skills and Technology (formerly Te Pūkenga) new NZQA-registered outlets. By 31 December 2027, all work-based learning will be regionally-governed.

What does this mean for learners?

Your employees and trainees can still enrol in vocational education and training courses. Anyone currently participating in or considering entering work-based learning should continue to enrol in and complete apprenticeships and other work-based training. And anyone currently or intending to study at a polytechnic should continue to enrol in and complete apprenticeships and other work-based study. Although there will be changes to the organisations, programmes will continue to be delivered, and every effort will be made to ensure that training and study is not disrupted.
